New Committee Asks for Stricter Measures to Check Online Piracy

The entertainment industry, comprising of film, music and television businesses, is up in arms against illegal file-sharers who download copyrighted material through the internet. Representatives from the industry have come together and are appealing to the European Union (EU) to be more attentive to the growing menace of online piracy. Such acts of piracy are ruining the businesses of entertainment companies, and hence leaders of the industry are rallying for the introduction of fool-proof measures that will curb this menace.

The introduction of the Digital Economy Bill in the UK has lent more support and justification to demands for effective copyright protection. The members who are rallying for these changes have formed a committee called the ‘European Audiovisual Social Dialogue Committee’, which is requesting the EU to make radical changes in its legislation. According to the Committee, these changes should be such that unauthorized file-sharing can be stopped effectively.

The Committee wants the Internal Markets Commissioner to take some positive steps to discourage file-sharing activities. These steps should include empowering member-states with much-needed infrastructure that will enable them to implement the various laws meant for safeguarding copyrights. The Committee also wants the Commissioner to ensure that service providers utilise their services to successfully prevent copyright infringement.

It is worth noting that the Digital Economy Bill, that has been the subject of much controversy since its introduction last year, suggests a two-step strategy to curb online piracy. In the first step, persons found to be indulging in copyright violation on the net will be issued warning letters detailing the consequences of repeated violation. If the letters are disregarded by the offenders, then steps will be taken to disconnect their internet lines.

The Broadband Stakeholders’ Group (BSG) has said that the party that will end up emerging victorious in the 2010 general elections would largely decide the fate of the Digital Britain dream.

The BSG believes private investors would be unwilling to put in money in the broadband rollout plans due to the unpredictable election results and due to the two almost opposite approaches adopted by the Labour and Conservative parties on the issue. On one hand is the Labour party, which has promised the electorate to provide all with at least a 2Mb broadband connection by 2012, and on the hand are the Conservatives who have publicly dubbed broadband rollout as a second rate issue.

Chief executive of the Broadband Stakeholder Group, Anthony Walker, said the Labour party accepts digital divide as a problem and is pushing for a change, while the Conservatives are looking at the market mechanism and hoping for a new entry to increase the value of the market so that it delivers more.

Walker was also quick to point out that all the plans for the implementation and extension of the new age, high-speed internet can come to a standstill if the elections throw up a hung parliament.

The police and the UK intelligence services are concerned over the Government’s plan to carry out disconnections for the internet pirates. They fear that it will make identifying offenders at work more difficult.

Business Secretary Lord Mandelson has announced his plans to introduce new measures in the next Digital Economy Bill, aimed at putting a hold on illegal file sharing of music and films by cutting off the broadband connection of suspected offenders.

An article in The Times, however, revealed that both the national security services (including MI5 and MI6) and the UK police are concerned about criminals adopting encryption to escape conviction. It will result in increased costs and work pressure for those responsible for monitoring internet traffic. An insider told the paper that the spooks are not in favour of broadband disconnection of offenders and think it will make monitoring a difficult task to perform.

BT and Carphone Warehouse are some of the internet service providers that have expressed their disapproval to Lord Mandelson’s suggestion. They estimate that the price of broadband for the average consumer will go up by 2 pounds a month, the effect being a probable overall rise in broadband packages, if a decision to approve technical measures to monitor and punish illegal downloaders is executed.

Public opinion is also not in favour of the proposal. In a recent YouGov poll, almost 70 percent of people voted in favour of a right granted to suspected offenders to have a trial in court before being cut off from their internet service.

A New Government Initiative to Bridge the ‘Digital Divide’

In a new move to bridge the ‘digital divide’, six million people, who have low household incomes and do not have internet access, will be provided with broadband connections, according to Martha Lane Fox. Fox is the government’s new Digital Inclusion Champion.

Fox making her first public speech in this role focussed on the need to connect the bottom of the pyramid six million people as a measure of development and as there is already a lot of information about these people and their whereabouts.

She added that barring this 25 percent of the population from accessing internet would keep the government’s cost high. The underlying principles behind this new strategy of prioritizing internet access to the needy is to enable them to use the internet so that they are able to communicate with the government conveniently through the online media and vice versa.
